  weeks later and have to go through the entire hiring process and other
parts
  of starting up the project. If the company kept the original team on staff
  for the 6 weeks or so of relatively low activity, that works much better
in
  the long term for the company. Moreover it doesn't even have to be
downtime
  - for example training and long term project development could go ahead.
  This way the time is not wasted.
