Most users have active X blocked (recommended) except for trusted zones.

One of the best ways I know of to get your site blocked by everyone is to try to
force stuff on the users machine without their knowledge or permission.

I know the security settings on my computer would prevent any intrusiveness such
as this when visiting a web site.
