Why don't you just create your shortcut with the icon you want and stick in an executable zip file that automatically extracts it to the user's desktop?  Easy enough.

Also, you can download the trial basic version of Install shield and have it do the same thing.  

ALSO, you can do it in Visual Studio.NET without using any programming at all in an MSI file.  It's really easy.
