JAR (and WAR and EAR) files are just ZIP files with a different extension to
allow them to be recognised by various Java programs.  Just rename your file
to <whatever>.zip and use winzip.  However, there's usually no reason to
have to do that with such files for normal usage.

If you want to have a full-blown Java toolset available to you, go download
the J2SDK from java.sun.com and you'll get the full monty.
