Its certainly not my point that either you or anyone else is wrong, but
rather that I don't see the behavior.

Well, to avoid unnecessary trial and error, perhaps you could be more
specific.  When you say "all patched *up to* Updater 1", what does that mean
for you exactly since there are published hotfixes for CFMX 6.1 as well as
private hotfixes.  Can you list the hotfixes installed on your server?  You
might also want to specify anything else you think may be unique such as the
JVM version, etc...

To save even more effort, perhaps you could one of the following:

1) just zip up your whole JRun directory, including the cfusion server
instance, excluding any log directories or other server instances.  Then put
on some ftp site and let me know where it is offline. I'll download your
exact install (and test case?) and run here.

2) Use your existing cfusion instance in place to test the simple example I
posted. Maybe you have a staging server replica of production where you
could do a short, controlled test while monitoring top before, during, and
after.  

Finally, you could always implement a servlet that uses
java.lang.Runtime.exec(String) and then run it in TomCat (the J2EE reference
implementation) in your environment as an attempt to reproduce any behavior
outside of ColdFusion.
