That is indeed important. I would personally announce that in x weeks discussion would only take place on Github and the ML closed unless someone steps up to take over.

Again, I don't really see why moving all discussion to github wouldn't be
preferable to having discussions on both github and a Mailman list
(wherever that list might reside).  But I'm not a github expert so don't
know whether there are drawbacks to having all the discussions there.

No, indeed, Github issues can generally take up the role of the ML. The fact that it has other functionality shouldn't bother people not interested in that. A user's management interface is friendlier than Mailman's. It is just that some people would need to get (used to) a Github account instead of the then defunct Mailman account. Change for change's sake is not good, but this would be change for a reason.
