I agree.

On the outstanding issues:
1. Trac in parallel? I think we are already in a phase where it is being used 
in parallel. The goal should be to shut it down, but as I've argued in the 
past, it may be too much to require a sharp transition. 
2. I really think we should try using one repository and the email list. The 
cleanest solution would seem to be to migrate trac tickets to a new repository 
and bring the git commit history from 
https://github.com/cf-convention/cf-conventions into it. From that point 
forward, https://github.com/cf-convention/cf-conventions would be deprecated 
and all new work would take place in the new repository. I think that naming 
shouldn't be a problem. The new repo could be `cf-convention` or 
`cfconventions` or maybe we could just swap the names?
3. I would like to suggest that the conformance document be a separate issue 
all together.
