Don't the dimensions define the order of the elements along an axis? Numeric-valued coordinate variables need to be strictly monotonic so they don't contradict the order of the dimension. My take on the NUG defined "string-valued coordinate variable" is that they are intended to be labels that uniquely identify each element along an axis but defer to the dimension for ordering.
