Thank you, @erget. I think that addresses @mwengren's point. Presuming he agrees with that, there are no outstanding matters. This enhancement (procedural items especially CONTRIBUTING.md) has sufficient support according to the rules and will be agreed on 23rd June if no further objections are raised.
