Using the upgrade method is usually unsuccessful. All the experiences and recommendations are for a clean install of Windows2k.
If you are adept at extracting from the registry, you might try extracting the IIS settings from the registry on the WinNT box, however, you must realize you are upgrading to IIS5.0 and this may turn out to be dicey, but for that many virtual web sites, it may be a viable option. The same would apply to the CF registry settings as well. then after the install, import the settings. Another best practice is to download service pack 2 and service pack 3 for Win2k, so they can be installed offline (before accessing the internet.) Another good item to have installed before connecting to the net is the IIS lockdown tool, URLScan.
