As for network issues, both servers are currently on the same network, on the 
same switch and both have ping response times of less than 1ms.

Total Execution Times seem to be roughly the same, though the new box does seem 
to spike higher. On average, though both servers are executing the same code 
(which is my most complex page) in around 300ms, but the actual render is 
noticeably slower. On the older server, all of the form elements are present on 
load, but on the new one, form elements are dropping in a couple at a time, 
piece by piece.
