Well, whatever the problem was, I resolved it with a good old-fashioned 
hard drive wipe.

I noticed the server was having issues with installing a few of the 
security patches, so I started digging around and found that Windows 
Server 2003 SP1 had not properly installed. I tried to reinstall it and 
it threw an error. Since it was a new box with no real data on it, I 
decided the install must be corrupt so I reformatted the hard drive and 
started over.

One sleepless night later, everything is working fine and page renders 
are lightening fast.
