Sorry. Access Control Lists. In other words, the File System, registry, network
access, and other permissions/restrictions one can set in NT.
Sounds like you definitely have a permissions issue. Check permissions on everything
WebSite might be even remotely interested in. Including the registry (use RegEdt32,
not RegEdit). Check WebSite's server.log for any useful messages about why it can't
start. You might also want to check on the ws-talk list for people's input. And of
course O'Reilly's knowledge base.
