That would be the best.  The broadcast is live I presume, and you'd be
taking it off their main board, correct?  If so it's trivial to send one
feed to the broadcast and another to the webcast with any decent board.

The content to place in the commerical area is then in the power of the
director/ad manager for the show, not you (probably best).

In this way the entire show is webcast and you don't have to do anything
with switching from live to flash, etc.

You might also want to take a look at Windows Media Encoder/SDK.  The
encoder allows for multi-source streaming - you could have the live
broadcast on one source and your web commercials on others.  This is
still manual, but you may be able to to automate it with the SDK - the
problem there will be how to automate it properly (for commericals on
news don't always occur at exactly the same moment - you'd need some way
for the system to recognize when the show faded to commerical).

All told it's easiest, by far, to let the current master control crew
determine what goes out.
