Matt, I took a quick peak at http://www.epic.org/privacy/ (The Electronic Privacy Information Center, the group that Wired and News.com seem to get a quote from). They did not list any new laws on privacy.
On the other hand, I do think, for commercial sites, especally those with e-commerce and accept credit cards, to have a well thought out privacy policy. The only gotacha I have found is when lawyers start writing privacy policies with lots of legaleese. P.S. Liked the Beuler referance!
