I disagree. This argument sometimes works but a lot of the time the
potential savings aren't factored in. I know not all clients are like this
but a lot of smaller shops can't afford to pay a lot up front on the chance
that if they want more work done it will cost less. Plus if time to market
isn't that important all the time so if it saves a few grand some clients
will wait.
