cgi.content_length is passed by the client (browser) to the server.  it's
not the size of the file, it's the length of all the request information.

  That's what I thought but running the below code in my test case it did
not
  save the file to the temp directory. If it's not stored in the temp
  directory in the below case how does it retrieve the content-length
  variables?

  <cfif isDefined('FORM.upload')>
      <cfdump var="#getHTTPRequestData()#">
  <cfelse>
      <form action="" method="post" enctype="multipart/form-data">
          <input type="file" name="myFile">
          <input type="submit">
      </form>
  </cfif>

    That directory is for uploads that aren't processed by a CFFILE
    ACTION="" tag.  the file has to be stored somewhere when it is
    uploaded as part of recieving the request.  That directory is where it
  goes.
    During the execution of your template, the CFFILE tag simply moves the
  file
    from that temp directory to wherever you specify.  The files that are
  there
    are files that were uploaded (or started to upload) but the receiving CF
    template never ran to move the file to 'wherever'.

    The rest of the CFFILE actions act directly, with no temp files needed,
so
    nothing else should be using that directory.
