BUT....
It does sound as though "senior" is talking about users being used to something (i.e. the usage of ~). I'd have to agree that if users are used to something (for better or worse...and considering budget issues) you had better leave it alone and work on new stuff (making better use of the available budget).
I totally understand where you're coming from....the coder in me can't leave anything like that alone....but experience with a wide range of users has taught me that I'm not always right ;-)
