Unicode with CF-4.5?

Is Unicode supported in CF 4.5?  If not, is there a workaround?  

I'm trying to read a text (csv) file with CF 4.5 and I'll I'm getting is
garbage.. When I saved it as non-unicode with wordpad, it works fine. Is
there a way to automatically convert it?
