Well, we do this one developer at a time, too. I just started at a place where I am the sole developer (and designer, and sysadmin, and network admin). I am rewriting an old client/server application singlehandedly and convincing my new boss that CF was the way to go was pretty easy. He was thinking .NET (he's not a developer, he's just read all the hype) but after I added it all up for him (not limited to a single platform, greater database flexibility, more built-in, faster development time, etc.) he agreed it was the right tool.
