Note that only Windows IE users see this and only if they click through a "Get Flash Player" style link. The standard ActiveX control install does not show this, it just silently installs the latest player (at least, that's my understanding). If you're using something other than IE or you're on Mac, Linux... then you are not offered the toolbar.
