Perhaps password issues? 4.1 changed the way passwords are stored in the mysql grant tables. There's an option you can set to make 4.1 (and newer) use old-style passwords. If you run into this, CF will just tell you it can't connect to the databases, which perhaps explains the sysadmin's comments?
