I suspect this has more to do with existing preferences, existing investments, and inertia than anything else. Why is it so hard for you to believe that, for some people, the advantages of .NET over Java on Windows combined with the simplicity of CFML development aren't compelling enough to buy BlueDragon.NET? After all, there are some advantages of .NET over Java on Windows - you'd be foolish to deny that - and there are obvious development advantages to writing CFML over C# or VB.NET. For most projects I work with, the advantages of .NET over Java on Windows are outweighed by the CF 7 feature set and the ability to easily migrate to non-Windows platforms in the future, but at least I can acknowledge that others may have different priorities.
