I agree with Ken. I think that is a MUCH safer idea.

It is both a good concept and a litigation magnet.

I would consider something like a survey that someone could fill out.  

Ratings 1 - 10

Would you use this recruiting company again?
How would you rate your overall experience with the recruiting company?
How would you rate your overall experience with the Individual Recruiter?

Accuracy of job description
Accuracy of terms of employment

Were the qualifications presented by the recruiter accurate when compared to
the expectations of the presented by the company?


Then add a small comment area not unlike what ebay uses.  (I believe ebay
has some verbiage stating the individual posting the comment is responsible
for their post)
