Got it figured out, Azadi... Step 5 was referring to placing the "userfiles" directory under my "webroot" directory, which for me is at E:\inetpub\webroot instead of C:\inetpub\wwwroot.
So I had to creat the userfiles/image, etc. directories under E:\inetpub\webroot\userfiles\images, etc. Once I did that the image displayed properly in the dialogs and in the editor. Next step tomorrow will be to actually use the editor to place, images and text on an actual web page. Thanks for all the help!
