Developer edition is free. All that's left is the will to learn. I'll bet that as Adobe merges more applications together like the are doing now (LiveCycle, CF, Flex, etc.) and make everything PDF compatible, the market share will increase. The ability to create, manage, and work with PDFs is a powerful incentive. Hopefully that will overcome the price point issue - if hosting companies don't put it on their servers it makes it hard to justify coding applications in it.
