Why not suggest Google Groups? That's about as off-the-shelf as you can get. But there are all sorts of other listserv solutions available. A lot of people I know use Lyris, which I believe has a message board interface as well. It's not free, though. If you want free or very cheap, there are things like Mailman - I've used that for years, and been very happy with it, but it doesn't have a message board interface as far as I know.
