That makes no sense Andrew :) Here's the pricing: ColdFusion Builder: $299 (and you happen to get Flash Builder 4 Standard free, whether you want it or not). Flex Builder 3 Professional -> Flash Builder 4 Premium Upgrade: $299 (and you happen to get ColdFusion Builder free, whether you want it or not). So either you are a CFer and you buy CFB (or you don't) or you are a Flex developer with FB3Pro and you upgrade (or you don't). Or I guess you're a Flex developer with FB3Standard and you have to buy FB4Standard for $249 (and you don't care about CF anyway). I don't understand why everyone is trying to create some Machiavellian pricing conspiracy... There's no "magic" $50 floating around here...
