I think this is because this topic has been discussed to death on mailing lists, forums, blogs, conferences, user groups, etc. ColdFusion Builder is not a new product anymore and the benefits are well documented. Back when CF Builder first came out it was a hugely popular topic of conversation. Most developers decided to not switch to CF Builder for a variety of reasons: price, bugs, hassle of upgrading, newness, learning curve, etc. HomeSite, Eclipse, and Dreamweaver are still popular alternatives.
