The NT Registry is local and is far faster than relying on network traffic.
Due to the large number of customers that use CLIENTMANAGEMENT="YES" by
accident and not design, using Access would surely crash a shared server
when trying to Insert, Select and Update information in the volume required.
Agreed MSSQL or Oracle are the right solution for Dedicated, Loadbalanced,
or enlightened developers.
