Where does the file go when you save it, and the checkbox isn't checked? - no where, 
it's saved locally.

If it's also being uploaded to VSS on save but the option isn't checked, that doesn't 
sound like correct functioning to me - please verify that this is the case. 

I have to say again I'm not very familiar with VSS, and I'd again stress that the best 
help with this would be in the DW forum.
