In the end it doesnt come down to the user, it comes down to business. If a web development company can get an edge on a competitor by using what technologies are available and presenting their product better that other by using the technologies, then thats what has to happen.
All that site is in my opinion is a bunch of ramble. I read nothing in there about accessability standards either, yet he preads about using plain html.
