Ricardo,
        I have developed several site that contain 2 languages.  I simply
create 2 site, one for each language. Not the easiest way to do it.  A
better idea would be to have all the text dynamic and feed out of a
database.  The admin person then has to cut and paste the correct text into
the database.  You could set a session variable (or client) when the user
accesses the site, and display the correct language depending on the session
variable.
