Hi, I guess the best approach is to create a Db back end. The admin part you can create applications for each part you want to translate each application will have phrases each phrase will have different translations (note a list of required translations can be set at an application level) you may want to add a version control, a full control access an automatic export/import tool ....
The web server part:
Create a custom tag or a web service
it should be able to
get a translated set of phrases for a specific application and save them in
a server scope.
get a specific translated phrase and store it in memory
display the translated text or store it in a variable.
check if the translation is available in memory before getting to the db

Does anyone have any pointers on where to start with making a site support
multiple languages.
I need to convert my cart to support other languages, does CF have any
built
in support. The translation is not the problem, just deciding which
language
to display,
I am trying to avoid developing a different site for each language. Any
help
would be appreciated.
