In essence, I agree with Grant's approach. I have not used SHADO but do use FarCry extensively.
I actually think your question is too broad when you say "user-friendly". The users we have using FarCry (who are not technical by any means) find it easy to use and generally friendly. Your users may be different. The Admin interface in FarCry allows you to control (via permissions) how much of the system you expose to individual members. We have one Director who simply gets the login stats page and the ability to add News for approval by our Web Admin staff. Other users have not only full access to the Admin tool - but also to Admin extensions we have built. No-one has complained that it is "hard to use". Having said that, every new tools requires some training. The best solution (at least with regard to FarCry) is to get it and use it. It wont cost you much in time if you just go with a stock standard install on a mySQL or SQL*Server database - and the code itself costs you nothing! To use the Admin tool, you wont have to build anything as there is a default template you can play with. As I said, I have not used SHADO and dont know if there is any demo system available (even online) to try out it's interface. In the end, it is your users that will decide if they can use it or not - and all users are different.
