One thing that's worth noting is that "layers" were a proprietry
Netscape 4 construct, and also an unfortunate choice for labelling for
*that* palette in DW (which actually only handles absolutely
positioned elements, and are not generally the the best way to layout
pages). Most people refer to using "CSS for layout", "CSS Postioning"
or even "CSS-P" rather than "layers".
