Lots of interesting misinformation in this thread!
If you want to use relative sizing (and good on you/your client for
insisting on that) you will never, ever, ever get it looking the same
in IE5 and IE6 - IE6 always displays keyword sizes one size smaller
than IE5, and there are numerous bugs with ems (percentages may work
better).
Best thing to do is use conditional comments to serve a different font
size to IE lower than 6:
<!--[if LT IE 6]>
<link rel="stylesheet" href="ie5win.css" />
<![endif]-->
In ie5win.css put a global font-size modifier like this:
body{font-size:90%}
or whatever you need to make it equal to IE6.
