Try it first, you set your global width and then you use em, so one em is 12px
2em is 24 px........

If you do not set it first, then it takes the default, so lets say the default 
is 10px 
in IE 5.5 then 1em is 10px, in IE 6 the default might be 12px then 1em is 
12px...

Otherwise try the CSS list (WSG), they might be able to help more.
