JRuby uses Jira.  I can't speak for the reporting side, but it looks a lot
like trac from the dev. side.

I would have mentioned that as well.  I want to give it a shot sometime -
I'm not sure it imposes Agile on you though.

I'd also have a look at Basecamp - free for teams of less than 5 I think.
