Does the HEI unit work well? Do the advance weights work right? Is it
clean? Start with a 0.45 gap and go on from there.

The 1407 should work well with that engine.
The best place to start is the local auto parts store.
But a generic three wire oxygen sensor and a jet kit.
The Edelbrock carbs have 6 circuits to tune
Primary rod down
Primary rod up
Secondary
Accelerator pump shot
Rod springs
Mixture screws
The mixture screws are the last thing to play with.
454/245 == Big displacement and mild cam/low compression. You want to
run as lean as you can without surge. Tune for 0.52 volts on the
oxygen sensor with the rod down, 0.63 rod up, and 0.68 on the secondary
at 5000 RPM.
