The number on the tag is a sequence production number for the plant, not
just Chevelles. I don't know what other makes/models were produced at the
Framingham, MA plant such as Olds Cutlass, Buick Skylarks, Pontiac LeMans,
or even full size cars. FWIW, beginning with the 1969 model year the
numbers STARTED at 300001 so yours was the 9856th car built at the plant.
As I remember growing up as a kid, the new model years always came out
around Sept/Oct time frame. I think most still do...I know it's d@mn near
impossible to order a new car in late July!
