Interesting. Does this relay do anything else other than feed the coil? I would start by seeing if there's any current going through the coil lead with the ignition off, then with the ignition on, and then with the ignition off again. Also, consider these 3 tests with the indicator placed between the relay and its source of power; this will help determine if the problem is with the relay or some element located before it in the circuit.
