John, are you running aluminum wheels? I've had them work loose on more than one occasion. It has to do with the different expansion/retraction rates of the steel/aluminum. I would be leary of locktight. Check with mfr. if aftermarket and get their rec. torque setting. Stock wheels, 90 lb/ft is a good rule. Less for steel wheels.
Back to the carb, I have the same trouble regardless of how much I close the choke. I do have a no name inline filter, maybe it loses pressure there?

It is more likely that your carb has a manual choke than "no choke". Look
for it on the left (driver's) side. I have to open the hood on my 69 El
Camino and set my choke manually because I haven't had time to a cable.

p.s. Check your lug nuts & tire pressure every once in a while just for fun.
I found several loose lug nuts today. Not sure why they were loose. Maybe
I'll try some loc-tite on the threads or something.
