a couple months ago i replaced the rear cover on my 12 bolt with a  t/a performance rear girdle. cover is alum? and the fasteners were ARP black cap head bolts. in less than 3 months all 12 bolts are rusted and look awful on the cover. ARP was no help and t/a suggested replacing with stainless bolts which they don't have available. sounds ok but could there be some kind of metal interaction going on? friend suggested some kind of grease between bolt and cover but that seems like it would attract dirt. another suggested a anode spacer between bolt and cover. any experience with this out there or any suggestions? thanks, les. 70 ss 396. 
They are natural steel that is not coated with anything, so they will naturally rust as they come in contact with moisture.  I would take them off, sandblast them and paint them.  Moisture is unavoidable so the best thing to do is give them a coating to protect the steel from the moisture in the air.
