That was what I was going to suggest is instead of saying No, Do an alternative like Hitting him with a spray of water from a squirt gun...but honestly I have a Pit Bull who is completely potty trained but when he gets excited..which is anytime anyone pays him attention that isn't us he squirts like a sprinkler LOL usually all over the persons legs and feet which sucks doubly cuz we live in Arizona where EVERYONE wears shorts and sandals so they get the full effect. We have never tried to correct that cuz it is obviously an excitement thing for him and how can you tell a dog to not get excited??
But for a fear thing I would first say it is going to take a TON of time. I honestly have seen quite a few cases like this in my years of training dogs for others (not professionaly but cuz I could help) but it took a TON of time and patience.
I am new to the Chi world but not new to dogs. I would say use an alternative to "No" because "No" will illicit a squirt from overly submissive dogs. Also maybe he has too much room to roam so to speak?
Instead of givin him free reign of the house put him on a short lead from his crate. And watch him like a hawk, when you see the circling and sniffing, scoop him up and put him outside. If you are pee pee pad training him if he does have an accident sopp it up with the pee pee pad and put that close by so he can smell where he needs to go...Everytime he does have an accident you need to put an Enzyme on it so there is no trace of it anywhere so he doesn't associate the carpet as his toilet. As he gets used to that area as his home, let him out a little bit more on the lead...do this as he progresses.
Always speak in very soothing tones with him, and if you have children or loud adults that is gonna jeapordize the process, remember smaller dogs in general have alot of fear already because of thier size.
I hope this helps but remember belly bands or diapers can always help in situations where you know there is going to be too much excitement regardless of all the training.
