This is very common specially if he's older than 7 months and possibly 5 months, if he's used to being only by you this is why he's acting this way. If your puppy was with you all the time and rarely saw or was petted by strangers when he was at a very small age, he is probably just used to being a dog that only sticks to eather himself or with only you.
