I second that.  I would have the vet check him out.  He might be
grumpy from not feeling well. If you think he is peeing for spite it
could really be a bladder infection or who knows?  If he is found to
be healthy and you still have trouble ask the vet for advice.  You may
need to see a trainer or behaviorist.  I know sometimes Chis only
tolerate their own kind.  It could very well be the new dog. Chico was
the top dog and now you have another one.  I don't _think_ neutering
would do much, but ask your vet.  Good Luck.
