Thank you everyone for welcoming me to the group and the advice.
While Ava still does the coughing thing that seems like she's panicking, it doesn't seem to get out of control, and only happens when she gets excited or really really wants attention.
When I first adopted her I did take her to a vet and she is very healthy... she did have a slight cough, so he put her on antibiotics and the cough has since gone away. .. Now there's just the anxious cough that I mentioned. So at our next vet check up I will mention this and see what the vet has to say. But at this point, it sounds like this is pretty much a normal chi thing to do. And it doesn't last for very long. It does seem to help her calm down quite a bit when I comfort her and pet her gently when she starts the coughing.... thanks to the nice person who gave me that advice.
 
I could not be happier with my Ava! If you are someone who's thinking about rescuing a chi, my advice is to do it!! I adopted Ava 3 weeks ago and she is the BEST dog! She's so loving and is extremely sociable! Rescue dogs really are the best.
