I use Bag Balm on my dogs.....it is made for cow udders, but my whole 
family has used it all our lives, for all kinds of stuff.....u can buy 
it in the pet dept at Walmarts. It generally can be bought at any grain 
elevator also. It is a salve, and I make sure I rub it in real good to 
make sure it gets through the hair to the skin. It won't hurt them to 
get it in there mouth but they won't like the taste of it. We use it on 
any cut, sore, bug bite.....animal or human. It really works and usually 
takes only 1 application for flea bites.Occasionally, I have put it on 2 
days. I think it also kills any leftover fleas too.
