Well, I think that Gerty is a lucky little girl to have found you. I will keep you both in my prayers. I tried to do some research regarding puppy law and found this, unfortunately Oklahoma is not listed as having specific law on this table. Maybe I can find some thing more.

As far as giving her to my mother for a gift, I still plan on doing that. I have 20 days with this puppy before I will see my mother again. She is a challenge for me but you know what I think she came to me for a reason and granted by the time I give her to my mom she may think she is more human then dog due to me a human being her mom, but I will do my best, I know she is loved and is going to the best home a dog could ever ask for..
